# ULEZ and Clean Air Zone rules for vans

By [the FleetMe team](https://fleetme.co.uk/about) · Updated 14 October 2026 · 9 min read

The short answer

**A diesel van must meet Euro 6 and a petrol van Euro 4 to drive charge-free in London’s ULEZ and England’s Clean Air Zones. Any new van meets those standards; check an older one on the official vehicle checker.**

## The standard, in one line

## London: the ULEZ

## London’s other charges: Congestion Charge and LEZ

## Clean Air Zones in England: which cities charge vans

| Zone | Class | Vans charged? | Typical daily van charge |
| --- | --- | --- | --- |
| Birmingham | D | Yes (and cars) | £8 |
| Bristol | D | Yes (and cars) | £9 |
| Bath | C | Yes | £9 |
| Bradford | C | Yes | £9 |
| Sheffield | C | Yes | £10 |
| Tyneside (Newcastle & Gateshead) | C | Yes | £12.50 |
| Portsmouth | B | **No** — taxis, PHVs, HGVs, buses and coaches only | n/a for vans |

## FAQs

### What makes a van ULEZ compliant?

A diesel van must meet Euro 6 and a petrol van must meet Euro 4. Zero-emission vans are always compliant. Check the specific vehicle on Transport for London’s vehicle checker using the number plate rather than relying on the registration year.

### How much is the ULEZ charge for a van?

£12.50 a day for a non-compliant van up to 3.5 tonnes, applying across all London boroughs 24 hours a day except Christmas Day. Failure to pay results in a penalty charge notice of £180, reduced to £90 if paid within 14 days (Transport for London, 2026).

### Which UK cities charge vans in a Clean Air Zone?

Birmingham and Bristol (Class D, which also charges cars), and Bath, Bradford, Sheffield and Tyneside (Class C). Portsmouth operates a Class B zone that charges taxis, private hire vehicles, HGVs, buses and coaches but not vans or cars (gov.uk, 2026).

### How do I check if my van is charged in a Clean Air Zone?

Use the GOV.UK “check a vehicle in a Clean Air Zone” service for the English zones, and Transport for London’s vehicle checker for the ULEZ, Congestion Charge and LEZ. Both work from the number plate. The V5C also records the Euro status for many vehicles.

### Are electric vans exempt from the London Congestion Charge?

Not fully, from 2 January 2026. The full exemption ended and was replaced by a tiered discount: electric vans, HGVs and quadricycles registered for Auto Pay receive 50% off, and electric cars 25% off, against a Congestion Charge that rose to £18 a day (Transport for London, 2026).

### Does a van over 3.5 tonnes pay ULEZ?

No, vehicles over 3.5 tonnes fall under London’s separate Low Emission Zone instead, where the standard is Euro VI. Vehicles meeting Euro IV for particulate matter but not Euro VI pay £100 a day, and those below Euro IV pay £300 a day (Transport for London, 2026).

### Are the rules different in Scotland?

Yes, and importantly so. Glasgow, Edinburgh, Dundee and Aberdeen operate Low Emission Zones with no daily charge option, a non-compliant vehicle may not enter at all, and a penalty is issued if it does. In England you can pay to enter; in Scotland you cannot.
